H.A.A.R.P. Project Uses?

A lot of people familiar with this government/military project will agree that this U.S. government/mi;itary project may have some dark uses besides modifying the upper ionosphere for HF (high frequency) radio communication purposes - either blocking long distance HF communications or enhancing it.

Recently this project was (?) stopped for a while and it has had some bad press in the recent past as to its main purpose and the environment hazards around the transmitter site in Alaska .
