Allow me to take a short trip in Mr. Peabody's Wayback Machine and recall something that may have zero value to this thread. I recall that the Russians were making some pretty bold statements about telekinesis back then. Naturally, the US couldn't ignore their statements, so I will assume they needed to at least do a bit of research to either substantiate or debunk those Russian claims.
I started to read the pdf but wound up going to the source of this paper out of curiosity. I do believe that I now know exactly what happens when you don't have a healthy dose of skeptics hanging around sticking pins in the believers balloons. Of course I did not read all that much and I am probably off base making that statement but OMG! You name the CT, they got it over there.

so at some stage some credence was given to investigating paranormal things by 2 of the major governments of the world ( at that time ) - i wonder if the work was concluded or if it still continues - may be some thing WAS found that proved useful - and the big skeptic movement in the US and else where is an effort to cover up ongoing work ?? ( oops - nearly slipped in to CT mode there - naughty brett'y

As for the document, there's no way to verify it. As I said, I do recall some rumblings about the Russians and the US having at least a desire to investigate this sort of thing... but it was like back in the 60s not the 70s according to my memory.
If in fact either government was able to do anything with this, we'd never know.
